Hilary Duff turned 23 this week (September 28th) and how did she celebrate? Hilary along with her sister Haylie and their mother were spotted leaving Cecconi’s in West Hollywood after a birthday dinner. Hilary took the next day to get her blond dyed a little darker as we snapped her leaving the Bryon and Tracey Salon. She also was wearing a Chelsea Flower top that accentuated her new do.
